Overview
Nakupuna Solutions is seeking a Human Resources and General Services Support Specialist for the Bureau of Global Health Security and Diplomacy, Executive Office (GHSD/EX), under the general direction of the Executive Director. The Executive Director's team provides overall operational and administrative support to GHSD/EX, covering human resources, travel and transportation, facilities, general services, information technology, communications, and administrative budget. The specialist will assist other staff members with a broad range of recurring administrative duties to support GHSD/EX’s operations. These duties include staff acquisition (recruitment, examination, assignment, and placement), human resource strategy, organization and position management, procurement, and space planning and coordination. The ideal candidate must be able to work cooperatively with other individuals and operating units within GHSD/EX and be proficient or capable of becoming proficient in a wide range of U.S. Government and State Department-specific administrative processes.
Responsibilities
The following outlines the essential functions of this job, though additional duties may be assigned due to reasonable accommodation or other reasons. The Human Resources and General Services Support Specialist works full-time with Department HR Specialists on developing, evaluating, and implementing policies, procedures, and regulations for GHSD/EX’s overseas staffing. This includes assessing employee and manager understanding of these policies and addressing misunderstandings or misapplications. The specialist tests new U.S. Office of Personnel Management and Department of State classification and qualification standards. They also liaise with Department HR and financial entities on matters related to GHSD/EX overseas staff acquisition, human resource strategy, organization and position development and management, separation, and technical processing of personnel actions. Additionally, the specialist develops and conveys information to Department HR and other entities, provides justification, and explains policies and procedures to GHSD/EX personnel.
- Assists with planning, scheduling, and implementing meetings and events agendas, monitoring daily, weekly, and monthly activities of the U.S. Global AIDS Coordinator, Special Representative for Global Health, and other GHSD senior management staff.
- Provides overall operational and administrative support to GHSD, including facilities, general services, information technology, and communications.
- Supports the coordinator’s senior management team by assisting with planning and logistical analysis of meeting venues and locales for meetings, conferences, bilateral engagements, and other events.
- Manages support services acquisition and coordination, including office space, alterations, repairs, maintenance, moving services, telecommunications (telephone equipment, voicemail, fax machines), office equipment (copiers, file cabinets, specialized lighting), office furnishings (desks, chairs, carpets, credenzas, bookcases, authorized artwork), travel services (reservations, ticketing, diplomatic passports, visas, travel credit cards), messenger and express delivery services, records management, employee parking permits, and audiovisual support for conferences and large gatherings.
- Administers logistical and security programs related to office operations, conducts physical inventories of office equipment and furnishings, certifies inventory accuracy, generates excess property reports, and arranges for removal of excess items; oversees contractor-staffed Bureau mail and file operations.
- Advises GHSD/EX employees on all phases of the recruitment, examination, and placement process for overseas staff positions, informing GHSD/EX management on reviewing, rating, and ranking applicants.
- Provides GHSD/EX employees with insights on establishing efficient, cost-effective organizational structures that facilitate career development.
- Prepares requisitions for the procurement of equipment, furniture, and other services per General Services Administration, Office of Management and Budget, and Department of State regulations and guidelines.
- Researches acquisition regulations and policies, prepares narrative justifications for certain procurement categories, contacts vendors for cost and availability of items/services, and obtains price quotations and delivery schedules.
- Monitors action on requisitions, including single purchase items, lease-to-buy options, and multiple-year funds, given the complexity and varied requirements of the Office.
- Analyzes procurement work processes, establishes, and maintains files using spreadsheets and databases to track firms accessible on DoS contracts and GSA Schedules. Coordinates task order managers, statements of work, periods of performance, and contractor personnel status.
- Works closely with the Bureau’s General Services Officer, General Services Administration, Department’s Bureau of Administration, and building management representatives on physical office suite issues.
Qualifications
Skills/Qualifications: Must be self-motivated, have strong attention to detail, good oral and written communication skills. Must be in good physical condition and can occasionally travel.
Education and Experience:
- High School Diploma / General Education Development Test
- Minimum 6-9 years of relevant work experience
Clearance: Must be a U.S. Citizen. MODERATE RISK PUBLIC TRUST clearance required.
Physical Requirements:
Frequently lift and/or move parts up to 40lbs, and occasionally lift and/or move parts up to 50lbs.
Stand, walk, stoop, kneel, crouch, or crawl for many continuous working hours.
Frequently use arms, hands, and fingers to grasp and move network equipment.
Frequently bend, stretch, twist, or reach overhead when moving network equipment.
