JOB SUMMARY: The primary function of the Field Site Programs Implementation Director is to support the Country Director in providing technical oversight to all programs’ implementation and operational support the country field sites. As part of the senior leadership team, the Field Site Programs Implementation Director also plays an active role in providing strategic leadership in the day-to-day coordination of programs, logistics, finance and administration functions at all field sites. The Field Site Programs Implementation Director will execute the implementation of country programs by ensuring alignment and technical proficient of projects to donor specifications, and coordination with operational support units. S/he is expected to provide programs implementation aligned with national protocols to ensure that IMC’s role and mandate in the country are appropriate to the programming context. The Field Site Programs Implementation Director is based in a field site and conducts frequent visits to the various program field sites.

MAIN TASKS AND RESPONSIBILITIES
Program Management
• Manage the programs’ implementation, ensuring their objectives and achieving impact are met;
• Oversee the day-to-day coordination of program, logistics, finance and administration functions at all field sites.
• Provide oversight and guidance to all field site management personnel and their respective teams. This support focus on all aspects of field office control and efficiency.
• Support and ensure timely completion of all logistics, financial and administrative matters in the field sites.
• Ensure all country field sites offices are running efficiently, with frequent visits to them.
• Ensure that meetings between all Field Site Coordinators and their respective teams are held on a regular basis.
• Oversee the burn rate of all grants in line with donor regulations at the field level in consultation with the Finance and Administration Director and Country Programs Director.
• Review/Assist in development of action plans and compare actual implementation of the planned activities
• Together with the Country Programs Director and Field Site Management team support and spearhead implementation of projects in each of IMC operational areas.
• Together with the Field Site Management team establish complaint feedback mechanisms. Through assessments, analysis, and recommendations for priority interventions.
• Provide inputs to audit issues and corrective action plans.
Training/ Capacity Building
• Conduct regular staff evaluation, design and implement capacity improvement plan for the Field Site Management team and other field-based staff.
• In coordination with Human Resources ensure field-based staff hiring is executed efficiently and in compliance with local labor law and IMC policy.
• Work with Human Resources in ensuring policies and procedures are adequately documented, disseminated and consistently applied.
Working Relationship
• Maintain frequent communication with the Country Director and Country Program Department to identify program development opportunities, to contribute to the design of new program concepts and to support International Medical Corps country program development.
• Provide input to the Finance and Administration Director on potential areas of concern related to: operations spending; effectiveness of in-country reporting and planning and adherence to financial requirements. Support in budget development process, reviews and realignment of budgets.
• Establish and maintain a management information system that effectively captures performance data from country and field offices. Work with Finance and Administration Director, Country Programs Director and Country Director to proactively identify, analyze and respond to trends either through reinforcement or corrective action.
Monitoring, Evaluation, Accountability and Learning
• Overall responsibility for ensuring field site’s commitments towards donors and IMC’s requirements on Monitoring, Evaluation, Accountability and Learning (MEAL) requirements.
• Integrate MEAL into site strategies, frameworks, policies and plans for the field site.
• Include MEAL related roles and responsibilities to all staff who are working in the field site and responsible for program management and implementation.
• Direct site level management to adequately budget for MEAL activities across all grants.
• Ensures country level Community Based Feedback and Response Mechanism (CBFRM) is functioning, and adequately resourced.
• Ensures all highly sensitive complaints and feedback from the CBFRM are addressed and closed appropriately.
• Raises profile/awareness and importance of MEAL with other senior management members through routine review and briefing sessions.
Security
• Work in collaboration with the Country Security Manager to ensure field staff are well trained and operating in compliance with the Security Management Plan
Representation
• Liaise closely with local authorities, donor and partner agencies at the Field Site level to ensure compliance with donor policies and regulations and complementary with other agencies' efforts
• Support coordination with the Federal Government and regional member states line ministries.
• Ensure maximum visibility of the organization amongst the INGO/UN community
