    Duties and Responsibilities     (*denotes essential functions)

    1. *Responsible for the fiscal administration of all extramural activities for University of Hawaii at Hilo (UH Hilo), including resource development and business management.
    2. * Is the subject matter expert for UH Hilo in all areas of extramural financial management.
    3. * Ensures all extramural projects are in compliance with University, Federal, State and other policy and procedural requirements.
    4. * Responsible for developing and maintaining clear policies and procedures that comply with all University, State and grant sponsor requirements that allow for efficient and effective operation of the extramural/sponsored research arena.
    5. *Provides independent and timely decision making relating to post award research administration and provides strategic and analytical guidance.
    6. Formulates, designs, and evaluates activities and programs supporting the research and training mission of UH Hilo for extramurally funded projects.
    7. *Identifies and resolves discrepancies in a timely manner.
    8. *Directs all sponsored projects post-award activities of the RAPD office.
    9. * Responsible for extramural matters involving staffing, budgets, financial management & accounting, procurement and contract administration.
    10. * Plans, develops, and implements fiscal and administrative policies and procedures to promote proper accounting and reporting of operation and financial transactions.
    11. * Utilizes sound internal controls to satisfy State, Federal, UH and other extramural sponsored agency rules and regulations.
    12. Facilitates or coordinates training for principal investigators, program directors and program staff in all areas of extramural financial management and procurement.
    13. *Resolves complex and critical management issues based on expert level of experience and knowledge.
    14. * Coordinates fiscal and administrative management matters with University and State officials ensuring that applicable policies and procedures are adhered to in the preparation and processing of fiscal documents.
    15. * Monitors, reviews, and evaluates the accounting and fiscal management system of all extramural programs.
    16. *Is the liaison with the University and other governmental agencies/extramural sponsors regarding queries pertaining to audits, budgets, ORS invoicing, etc.
    17. * Compiles, analyzes, prepares, reviews and may submit various fiscal reports that are required for the University, State and other grant sponsor agencies.
    18. * Coordinates the collection of financial and statistical data for all extramural programs.
    19. * Reviews and analyzes all extramural grant budget requests. Assists UH Hilo Principal Investigators with pre-award proposal budgets and with post-award budget modifications.
    20. * Advises the UH Hilo senior administration on the funding requirements for the RAPD Office
    21. * Oversees all extramural programs to ensure compliance with all funding requirements from sponsor funding agencies.
    22. * Serves as the campus fiscal officer for all extramural programs.
    23. * Provides expenditure analysis and recommendations to the senior UH Hilo administration to ensure expenditure control for all extramural programs.
    24. *Reviews, analyzes, investigates, and resolves problems that affect administrative services, operations, projects, and compliance set forth by RCUH, UH, and sponsoring agencies.
    25. * Provides technical expertise to the senior UH Hilo administration and all extramural program directors and extramural program faculty and staff in the application of financial, budgetary, and procurement policies and procedures.
    26. * Responsible for approving and authorizing the purchase of goods and services, including repair and maintenance contracts, up to $25,000.00.
    27. * Have direct involvement with assisting extramural programs with complex purchases and complex travel arrangements.
    28. * Processes all documentation and justification for purchases in excess of $25,000.00 which require the approval of other identified officials.
    29. *Establishes, manages, and terminates extramural project accounts while adhering to RCUH, UHH, and UH system policies and procedures.
    30. * Supervises all staff in the RAPD Office, which includes training and performance appraisals.
    31. Other duties as assigned

    Minimum Qualifications

    1. Possession of a baccalaureate degree in Business Administration or related field and 5 year(s) of progressively responsible professional experience with responsibilities for business and/or fiscal administration, grant development/research activities in higher education setting, managing multiple projects; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
    2. Considerable working knowledge of principles, practices and techniques in the area of the business and fiscal administration as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.
    3. Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with business and fiscal administration.
    4. Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.
    5. Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.
    6. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
    7. Demonstrated ability to operate a personal computer, apply word processing software.
    8. Considerable knowledge of Federal regulations and procedures relating to contracts and grants.
    9. Considerable knowledge of generally accepted governmental accounting principles & techniques and fund accounting systems.
    10. Considerable knowledge of the theories, principles and practices of organization and management.
    11. Ability to plan and supervise the work of subordinate professional clerical and technical personnel.
    12. For supervisory work, demonstrated ability to supervise and lead subordinates (professional clerical and technical personnel), manage work priorities, projects, and employee relations. 

    Desirable Qualifications

    1. Considerable understanding of institutional policies, Federal compliance regulations, service agreement/contracts and capabilities of computerized applications.
    2. Working knowledge of institutional development, planning and implementation of programs in a higher education setting.
    3. Working knowledge of UH and RCUH policies and procedures.
