    Residency Requirement: There is a residency requirement for all applicants not currently employed by U.S. Citizenship and Immigration Services. This residency requirement states that candidates must have, for three of the last five years immediately prior to applying for this position; (1) resided in the United States; OR (2) worked for the United States Government as an employee overseas in a Federal or Military capacity, OR (3) been a dependent of a U.S. Federal or Military employee serving overseas.

    Probationary Period: You may be required to serve a probationary period of 1 year.

    Motor Vehicle Operation: This position requires operation of a motor vehicle. You must possess a current valid driver's license.

    Qualifications

    The qualifications for this position must be met by 11:59 PM (Eastern Time) on 06/07/2024.

    Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 06/07/2024.

    GS-09: You qualify at the GS-09 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-07 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:

    • One year of specialized experience equivalent to the GS-07 level that demonstrates the ability to provide assistance to higher graded analysts by developing background information for studies.
    • Research official documents.
    • Compile and chart statistical data. - Interview employees and supervisors.
    • Gather, summarize and analyze information for incorporation into final reports.
    • Carry out specified portions or segments of specific projects. Identify and recommend solutions to problems.

    OR

    • You may substitute successful completion of a Master's or equivalent graduate degree or at least two (2) full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field related to the work of this position.

    GS-11: You qualify at the GS-11 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-09 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:

    • Gathering, reviewing, verifying and consolidating information and statistical data;
    • Conducting studies to identify, analyze, and recommend solutions to problems in organizational structure, staffing, administrative procedures, work processes, or workload distribution;
    • Using qualitative and quantitative analytical techniques to assess factual or procedural issues related to management processes, systems and mission support programs.

    OR

    • You may substitute successful completion of a Ph.D. or equivalent doctoral degree or at least three (3) full years of progressively higher level graduate education leading to such a degree or LL.M. in a field related to the work of this position.

    GS-12: You qualify at the GS-12 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-11 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:

    • Performing a variety of budgetary and administrative functions implementing an organization's budgetary program;
    • Conducting studies, analyzing findings and making recommendations on substantive operating programs;
    • Conducting detailed analyses of complex functions and work processes such as production standards, workloads, and appropriate staffing levels;
    • Developing guidance on management evaluation techniques;
    • Developing manuals and directives covering the administrative aspects of field operations.
