Being a Top Construction Executive manages financial processes like forecasting, estimating, budgeting, and cost control to ensure profitability. Builds effective teams and the capacity to estimate, scope, design, plan, organize and implement construction projects. Additionally, Top Construction Executive represents the organization in discussions and negotiations with clients, contractors, governmental or regulatory officials, and other stakeholders. Identifies risk and implements insurance and risk control strategies. Monitors costs and timelines to deliver projects on time and within budget. Evaluates and implements new or innovative construction methods and systems to improve efficiency, productivity, and project outcomes. Requires a bachelor's degree in construction management, engineering, or related field. Typically reports to top management. The Top Construction Executive manages a business unit, division, or corporate function with major organizational impact. Establishes overall direction and strategic initiatives for the given major function or line of business.     Location: Sioux City District office

    Shift: 7:00 AM to 3:30 PM, Monday through Friday. Hours may vary with construction activity and may receive after hour calls; occasional overnight travel.

    Responsibilities

    The Construction Technician Supervisor functions as the assistant to the Resident Construction Engineer. Responsibilities include overseeing and managing a staff of 6 permanent employees and 2 to 6 seasonal employees while administering transportation-related construction contracts on behalf of the State of Iowa in northwest Iowa. This position requires close coordination with internal staff, contractors, governmental agencies, property owners and public citizens.

    You’ll work with a great team dedicated to improving Iowa roads by:

    • assisting with staffing assignments for projects
    • coordinating construction inspection activities including materials sampling & testing
    • overseeing employee development through training, job assignment and performance evaluation
    • maintaining detailed project records
    • initiating contractor payment for completed and accepted work

    Minimum Qualification Requirements

    Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

    • Graduation from an accredited college or university with an associate’s degree in civil engineering or a related field, and experience equal to five years of full-time work in engineering survey, construction inspection, materials inspection, or materials.
    • All of the following (a and b):
    • Three years of full-time work experience in engineering survey, construction inspection, materials inspection, or materials testing; and
    • A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university coursework in civil engineering or a related field equals one year of full-time experience.
    • Current, continuous experience in the state executive branch that includes one year of full-time work as a Construction Technician Senior.
    • Current, continuous experience in the state executive branch that includes four years of full-time work as a Construction Technician or Highway Technician Senior.

    Additional Qualification Requirements

    Travel, including overnight travel, may be required for positions in this class. Employees must arrange transportation to and from assigned work areas.

    Positions in the Department of Transportation require that employees must obtain and maintain a minimum of a valid Class C Non-Commercial Operator’s License.
