    Candidates for this position must reside in the state of Iowa at the time of starting the role and must be legally authorized to work in the United States on a full-time basis.

    For non-state of Iowa employees, starting pay is negotiable within pay scale range, based on years of experience above the minimum qualifications.

    The State of Iowa, Department of Management (DOM), Division of Information Technology, is seeking an experienced Information Technology Specialist 3 (ITS 3) to join our team.

    The ITS 3 role will have responsibility to design, develop, test, support, and maintain software applications used by the Iowa DOT. This position will work with other members of the agency and business area to support, maintain, and enhance systems and applications that are used by the customers of the Motor Vehicle Support Bureau.

    Key Responsibilities Include But Are Not Limited To

    • Collaboration with team members to develop and implement new software applications on schedule
    • Customer support of developed and/or purchased applications
    • Working and communicating with all clients and customers providing quality professional service
    • Maintain and troubleshoot existing systems to ensure error-free operation and minimize disruptions in service
    • Meet with department management and staff to discuss changes or enhancements to existing systems, ensuring adherence to policies and procedures
    • Analyze service requests to determine solutions and assess potential impact on system performance
    • Develop new or redesign existing computer systems to improve productivity, employee performance, and customer service
    • Collaborate with project teams to gather information processing needs and design effective computerized systems
    • Create systems using Visual Studio and C#.Net, with application databases built on SQL Server
    • Test systems thoroughly to ensure all requirements are met before implementation
    • Provide training and support to department management, system administrators, and end-users
    • Provide customer support, troubleshoot application logic problems, and offer technical direction to internal and external customers
    • Develop and deliver training presentations and documentation to enable efficient utilization of application systems, programs, processes, and procedures
    • Perform other related duties as assigned, following set procedures, policies, and standards
    • Write code in C# and SQL using a full .NET environment
    • Implement business requirements and workflows for features that are being developed
    • Develop software using project plans and tracking progress
    • Participate in planning exercises, design brainstorming, and other development processes
    • Complete integration testing and unit testing before product implementation
    • Possess high attention to detail, communication, and effective time-management skills
    • Work with team leads and managers to understand expectations of how a feature or features will function
    • Resolve operational issues and perform continuing maintenance

    Background check requirements

    6 months experience, 12 semester hours, or a combination of both in the installation, repairing, and overseeing of computer hardware/software/or peripheral equipment. This also involves answering user inquiries on computer hardware and software operation.

    Minimum Qualification Requirements

    Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

    • Graduation from an accredited four-year college or university with a degree in any field, and experience equal to one year of full-time work in: operating a multi-job computer; installing, operating, and coordinating computer-based networks; installing/maintaining database management systems; developing business application processes; developing/operating system programs; installing/maintaining personal computers, Local Area Networks, and/or servers; managing operating systems; developing/delivering information management training; providing Information Technology (IT) customer service; or designing/administering websites.
    • Graduation from an accredited four-year college or university with a degree in computer science, computer applications, software engineering, computer engineering, management information systems, business analytics, or cyber security.
    • All of the following (a and b):
    • One year of full-time work experience in: operating a multi-job computer; installing, operating, and coordinating computer-based networks; installing/maintaining database management systems; developing business application processes; developing/operating system programs; installing/maintaining personal computers, Local Area Networks, and/or servers; managing operating systems; developing/delivering information management training; providing Information Technology (IT) customer service; or designing/administering websites; and
    • A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience.
    • All of the following (a and b):
    • One year of full-time work experience in: operating a multi-job computer; installing, operating, and coordinating computer-based networks; installing/maintaining database management systems; developing business application processes; developing/operating system programs; installing/maintaining personal computers, Local Area Networks, and/or servers; managing operating systems; developing/delivering information management training; providing Information Technology (IT) customer service; designing/administering websites; or executing technology projects (e.g., systems analysis, requirements, design, development, and testing); and
    • Either of the following:
    • Certification by an authorized educational institution/major computer or software producer in an area directly related to one of the computer specialty fields described in part a; or

    ii. 18 semester hours of accredited post-high-school coursework in one of the specialty fields described in part a.

    • Current, continuous experience in the state executive branch that includes six months of full-time work as an Information Technology Specialist 2.
