    The Iowa Department of Public Defense is looking to fill a Public Service Manager 1 to assist the state.

    What You’ll Do

    • This position is the Bureau Chief for the Purchasing and Contracting Bureau of the State Comptroller's Office, Iowa Department of Public Defense, which also provides support for the Iowa National Guard and the Armory Board.
    • This position reports directly to the State Comptroller and works with the Construction and Facilities Management Officer (CFMO), Air Base Civil Engineers and the United States Property Fiscal Officer (USPFO).
    • This bureau requires extensive knowledge of State and Federal regulations for procurement of goods, services, Sustainment, Restoration, & Modernization (SRM), minor construction, and military construction (MILCON).
    • This position is subject matter expert in contract administration, financial management of negotiated agreements, and procurement of goods and services. It is also important to note that the position manages funds from multiple fiscal years and multiple funding sources at all times so the successful candidate will be detail oriented and have experience with managing budgets.
    • Acts as the State Contracting Officer to determine day-to-day requirements for meeting contract intent and fulfilling authorized contract execution. This provides technical expertise in the areas of bid solicitation, collating scope of work requirements from various sources, funding requests, negotiation of modifications, management of contract files (both physical and automated), and contract closure.
    • This position is required to execute construction and minor construction contracts. Must understand all aspects of the complex design and construction process: qualifying bidders, preparing the bid package (invitation/advertisement to bid, drawings and specifications, bid form, notice to bidders, instructions to bidders, proposed contract documents, AIA bid documents, bid security details, etc.); manages the pre-bid conference, is the primary contact for contractors during the bid process; manages the bid openings for projects; attends project meetings to monitor project progress as needed or as problems arise; responsible for negotiation and conflict resolution with contractors.
    • Works with CFMO Office, Camp Dodge Department of Public Works, Air Base Civil Engineers and contractors to ensure projects meet contract specifications. Manage contract process to ensure successful completion and budget execution. Act as the clearinghouse in the SCO for all contracting & procurement activities & information. Maintain coordinating relationships with all other Branch Chiefs, Air National Guard and Army National Guard Directorates to ensure they remain informed of project status; changes to laws and regulations that will affect the way they do business within their particular work unit; and budget execution.
    • Participate at the leader level in problem-solving and continuous improvement sessions aimed at "total budget execution," under NGB full flexibility guidelines.
    • Attend regular weekly and other periodic meetings and provide status updates to CFMO, Air Base Civil Engineers, SCO, and other leadership as needed.
    • Graduation from an accredited four-year college or university and experience equal to four years of full-time work in program administration, development, management, or operations.

    Location and hours: – Camp Dodge, Johnston, IA, 8:00 A.M.-4:30 P.M. (flexible hours and schedule available)

    621 Service And Performance Contract Negotiations And Management

    6 months experience, 12 semester hours, or a combination. Differs from labor contract negotiation. These are contracts with various vendors or other service providers and the applicant must have demonstrated experience and/or education that allowed them to review performance and service delivery and know what to do and be able to act when performance

    does not meet expectations. Includes: drafting or developing contracts for provision of products and/or services and the related budget components; negotiating the terms of contracts to include: costs, timeframes and performances expectations and/or work products; monitoring and managing all aspects of the contracts: to include timely submission of financial reports, performance reports, work products and determining when appropriate benchmarks for payment of invoices are met. Specific educational courses that relate to the selective might include: contract management, business law, principles of economics, business management and similar courses.

    AND

    538 Purchasing

    6 months experience in the purchasing of expendable/non-expendable goods.

    Minimum Qualification Requirements

    Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

    • Graduation from an accredited four-year college or university and experience equal to four years of full-time work in program administration, development, management, or operations.
    • Eight years of full-time work experience in program administration, development, management, or operations.
    • All of the following (a and b):
    • Four years of full-time work experience work in program administration, development, management, or operations; and
    • A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
    • All of the following (a, b, and c):
    • Two years of full-time work experience work in program administration, development, management, or operations; and
    • A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work equals one year of full-time experience; and
    • A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
    • Current, continuous experience in the state executive branch that includes one year of full-time work as a Public Service Supervisor or comparable specific management-level position.
