    Join the Iowa Workforce Development team as a Statistical Research Analyst 3 in our Labor Market Information Division, Research & Analysis Bureau, located at 1000 E Grand Ave., Des Moines, IA.

    This is an exciting opportunity to make a significant impact by serving as a Statistical Research Analyst 3 to Iowa Workforce Development, Research & Analysis Bureau on matters affecting the Occupational Safety and Health Administration (OSHA) Research and Statistics team and coordinate and perform activities associated with federal Survey of Occupational Injuries & Illnesses (SOII) and Census of Fatal Occupational Injuries (CFOI) programs.

    As a Statistical Research Analyst 3 You Will

    • Manage and develop policies to maintain program collection, compilation, and analysis of occupational safety and health statistics including workers’ deaths, injuries, and illnesses.
    • Coordinate and direct OSHA Research and Statistics team’s daily activities
    • Manage and process workflow related to SOII and CFOI
    • Ensure staff productivity and quality with federal and state requirements.
    • Review work of all OSHA research and statistics staff to ensure high quality data and notes are recorded.
    • Track employer response rates working towards meeting and exceeding response rate and directly other OSHA research and statistics staff towards the same goal.
    • Manage and maintain the federal BLS CFOI programs to ensure they are complete in accordance with federal requirements.
    • Verify BLS information through:
      • Phone calls.
      • Public records requests.
      • On-line searches.
      • Investigations.
      • Death certificates.
      • Manage and ensure the federal BLS’ SOII is distributed to state of Iowa employers and verify all information is entered and coded correctly in accordance with federal BLS requirements.
      • Follow up with employer submissions and inquiries daily, provide accurate and complete notation of coding and follow-ups.
      • Communicate with regional office on a regular basis regarding progress, status updates, issues within the projects, including BLS policies and procedures, assurances, training issues, and monitor project activities.

      The successful candidate will train new users on the BLS, CFOI and SOII systems databases and all aspects of entering, organizing, and maintaining data for each program. Assist when questions or problems arise with users/staff entering data and set a high quality and performance standard for the team to follow and perform.

      You will provide input to the Bureau Chief on OSHA Research and Statistics staff on performance evaluations by running weekly reports on staff work activities and provide support to the Bureau Chief and other management staff in Labor Market Information Division. Stay informed on federal and state OSHA and BLS policies and procedures to ensure that the Bureau Chief and staff are aware of program status and progress.

      Work with management on establishing policies and procedures for the OSHA Research and Statistics Team and assist by monitoring and solving problems that arise during implementation. Develop changes to program procedures, as needed, to ensure that goals will be met or exceeded, monitor activities throughout the fiscal year (FY) and adjusts procedures, as needed, when issues occur.

      Develop long and short-term performance plans for the OSHA Research and Statistics staff in accordance with state and federal funding requirements; share these plans with the Bureau Chief on an annual basis. Evaluate activities, goals, and performance measures on a quarterly and annual basis for consistency and trends associated with performance plans required by federal and state governments.

      Communicate regularly with the national and regional offices to ensure accurate tracking of strategic performance goal measures. Attend and represent management at federal-state meetings, participates in the discussion on strategic planning goals and outcomes and provides information, when requested.

      Review staff activities for compliance with policy, proper coding, and reviews reports to identify data requiring editing and possible correction. Run reports to ensure user data quality and accuracy. You will also contribute to the narrative of applicable portions of the cooperative agreements or grants.

      Identify cooperative agreements, federal and state grants established in accordance with both federal and state codes and applies for in a timely manner to ensure finances are used in accordance with the financial package. Participate in preparation, submission, monitoring, amendments, and correction of grants and cooperative agreements for the BLS programs and in accordance with state and federal requirements.

      Review grant application packages for changes before working to prepare budget pages including projections for salaries, benefits, travel, supplies, and contracts. Review the previous budget year expenses to formulate projections for these items and monitor budgets monthly to ensure expenses are within projection.

      Develop lists of equipment and supplies needed for the OSHA Research and Statistics team to ensure items are ordered and/or replaced, as needed, and staying within the FY budget and communicate supply and equipment needs/purchases with Bureau Chief. Keep track of receipts of ordered equipment and coordinate the proper assignment of the equipment.

      Attend all required trainings related to the CFOI and SOII programs offered by the national or regional offices and attend optional trainings as required and communicate these trainings (required and optional) to Bureau Chief.

      Conduct presentations and formal training sessions, as requested/needed, for various interest groups.

      In-state and/or out of state travel may be required for presentations, site visits, conferences, and/or trainings.

      Identify training needs for you and OSHA Research and Statistics staff at the beginning of the FY and throughout the year and enroll in trainings and webinars and coordinate with staff to attend as well.

      Maintain a shared file of all trainings and content and communicate with Bureau Chief annually:

      • Training offerings (name of training).
      • Attendance (names in attendance).
      • Date of training.
      • Number of hours in training.
      • Training guides.
      • Assets.
      • Presentation.
    Other duties as assigned or that change due to program enhancements and/or alterations.

    Minimum Qualification Requirements

    Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

    • Graduation from an accredited four-year college or university with a bachelor's degree in statistics, mathematics, economics, political science, or public administration and four years of full-time work experience in statistical analysis or economic research.
    • A total of eight years of education and/or full-time experience (as described in number one), where one year of full-time experience equals 30 semester hours of education (maximum substitution of four years).
    • Eight years of full-time work experience involving responsible technical statistical analysis or economic research.
    • Graduation from an accredited college or university with a master's degree in statistics, mathematics, epidemiology, economics, public policy, public affairs, public administration, or business analytics and two years of full-time experience (as described in number one).
    • Current, continuous experience in the state executive branch that includes 18 months as a Statistical Research Analyst 2.
