Supervisor Supply Chain Management (SCM) Warehousing

  • Responsibilities

    The Supervisor SCM Warehousing will plan and manage the District's material inventory assets and direct corporate warehouse activities to assure materials are received, stored, inventoried and issued to District center and plant crews to support the execution of District operations. The Supervisor SCM Warehousing will closely collaborate with SCM Buying on receipt and inventory processes as they replenish material inventory and SCM Investment Recovery to support their activities on unneeded material and equipment. The Supervisor SCM Warehousing delivers on agreed upon service level agreements and metrics to ensure all materials are provided in a timely manner for District and contractor crews to minimize delays for work to be done in compliance with District's scheduling. Ensure the accuracy of inventory records, capture of applicable delivery and inventory information and the application of appropriate inventory management methodologies to ensure inventory accuracy and service levels are achieved for both daily and emergency needs. Ensure all District Safety Guidelines and Policies are practiced by all Storeroom Employees. Supervise employees to ensure efficient service to Fossil and Transmission & Distribution crews.

    • Effectively apply OPPD's Management Leadership Practices (MLP¿s) in planning and assigning the work of staff members. Build and maintain a competent team through effective recruiting, selection and ongoing development.
    • Manage warehouse staff ensuring quality, safety and maximum productivity, while following the appropriate Union contract.
    • Manages the District's warehouse operations (i.e. receiving, transferring, storing, inventory/ control and issuing of materials) and recordkeeping activities ensuring compliance with District policies and systems to maintain inventory accuracy and assure material issues and receipts are completed in a timely manner to support District schedules and inventory accuracy.
    • Manages inventory reconciliation of cyclical counts or transaction errors of warehouse material adjustments, ensuring that such transactions are accurately processed.
    • Maintains a pool of drivers and/or contract drivers and necessary equipment to deliver warehouse stock and/ or materials.
    • Develops and provides appropriate training for materials and warehouse staff. Ensure all safety policies of the District are followed and enforced. Conduct safety meetings tailored for storeroom personnel needs.
    • Responsible for ensuring that appropriate equipment used by warehouse staff for loading, unloading and handling of inventory and other district material is available and maintained in good working condition.
    • Drives continuous improvement in warehouse processes and strategies to improve productivity, safety, and quality of work performed.
    • Fosters continuous improvement of material inventory-related processes.
    • Develop short range planning goals and objectives for material and warehouse inventory accuracy and overall department continuous improvement. Administer material/inventory policies, standards and procedures utilizing the District concepts.
    • Develop, maintain, and adjust, as needed, revised staffing plans to advise Manager on the staffing levels required to effectively support growth.
    • Proposes technology tools that improve warehouse productivity, accuracy of work and safety.

    Qualifications

    Required:

    • Bachelor's degree or equivalent working experience (1-3yrs) in warehouse operations management, general operations management or supply chain management.
    • The incumbent must possess effective skills in human relations, negotiations, performance management, safety and communications.
    • The incumbent must be able to work effectively with all Business Partners within and outside the District.
    • The incumbent must be knowledgeable in the principles of inventory management, warehouse operations, supplier performance management and business administration, as well as the District's organization and resources and services utilized.
    • Expertise in inventory management techniques is also required.
    • The incumbent must be able to execute independent and discretionary judgment when situations warrant.
    • Ability to collaborate internally and externally to proactively solve business problems and drive improvements in safety, quality and cost.

    Desired:

    • Master's Degree or equivalent experience in warehouse operations management, general operations management or supply chain management.
    • Knowledge of the District's inventory, equipment and supplies necessary for its operations.
    • Knowledge and experience in materials needs and management in the electric utility industry and OPPD in particular.
    • The incumbent must possess a detailed knowledge and be able to effectively use the Asset Suite as it relates to procurement and inventory control modules.
    • Inventory management and/or operations management certifications.
    • Experience in the assessment and application of technology solutions in inventory management and warehouse operations.

    Time Demands:

    • This position is considered an 'essential position' meaning when business necessity and continuity needs are emergent, this position will be required to report to work and may be required to work hours beyond an employee's normal shift.
    • Maintain regular and predictable attendance in alignment with Departmental policy.
    • Must maintain 24-hour availability for technical and professional assistance, emergency response, and directing remedial action in response to such emergencies, as well as maintain availability as required for on call duty.
