Top Training Executive leads the development and implementation of all aspects of an organization's training programs, policies, and objectives to develop and maintain an effective workforce.     Serve a critical role as the Technical and Training Services Chief (DOT Program Chief) for the Division of Motor Vehicles (DMV), Bureau of Field Services!     The Technical and Training Services Section provides classroom training and support to all new Bureau of Field Services staff and tenured team members that provide face-to-face customer support on driver licensing and vehicle registration throughout the state.

    As the Technical and Training Services Chief, you will be responsible for technical policy analysis and major program planning, implementation, and evaluation activities in the Bureau of Field Services. Key program areas include technical assistance to DMV staff, technical training development and presentation, and skills testing oversight. You will develop field implementation policies for vehicle registration and driver's licensing programs. You will lead project teams or work independently on bureau projects as well as leading or participating on division or department teams dealing with the most complex and controversial major issues and problems. In this position, you will have a direct and extensive impact on departmental policy positions. Your responsibilities in this position significantly affect the state's driver licensing and vehicle registration/titling.

    This position is in schedule-range (81-02) with an annual salary of $76,960-$105,726, plus excellent benefits. A 2 year career executive trial period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

    This position will require occasional travel on an independent basis throughout the state.

    Certain positions within this Department may allow remote/work from home flexibility for a portion of their work schedule, depending on the needs of the position and the work unit. For permanent positions that allow remote work flexibility, it is not anticipated that working outside of Wisconsin (or bordering cities) will be allowed because positions may need to report to office locations in Wisconsin on short notice.

    Qualified Applicants Will Have Experience With All The Following

    • Experience managing or supervising employees who perform a wide range of program areas.
    • Experience analyzing and interpreting data.
    • Experience establishing and implementing policies, procedures, programs, or services
    • Experience collaborating with a diverse group of business partners including external and internal parties (Business partners may include a division, bureau, partner agency, the public, etc.)

    In addition to having all the above, well qualified applicants will have experience with one or more of the following:

    • Experience overseeing improvements to products, processes, or performance that resulted in increased efficiencies, productivity, or cost savings for the organization.
    • Experience analyzing, interpreting, and applying motor vehicle laws and rules in Wisconsin.
    • Experience utilizing project management principles, such as effective organization, work plan and timeline development, and progress tracking, or similar.
