Total Quality Analyst assists with the administration of the organization's total quality programs and processes. Conducts reviews and inspections of internal and vendor processes and activities to monitor compliance. Being a Total Quality Analyst collects data and prepares documents and charts to report status of programs. May be certified in methodologies such as Six Sigma, Lean, or Kaizen. Additionally, Total Quality Analyst typically requires a bachelor's degree in area of specialty. Typically reports to a manager or head of a unit/department. The Total Quality Analyst occasionally directed in several aspects of the work. Gains exposure to some of the complex tasks within the job function.   • Duties

    • Supervision is general in nature. The working title for this position is Quality Assurance Officer. Identifies and evaluates financial asset management controls, determines the accuracy and completeness of documentation and procedures.
    • Uses testing, analyzing and evaluating operations, using advanced audit techniques such as computer database analysis or statistical sampling. Performs unannounced cash counts and internal control reviews for all IMWRF activities.
    • Evaluates programs effectiveness, progress against milestone data, participates in in-process reviews, briefings at activity levels, immediately notifies supervisor when potential fraud is identified and recommends adjustments if required.
    • Works independently to obtain audit-planning information, identify sub-objectives, acquire analyze data, assign and monitor work of teams, interpret regulations, develop preliminary findings/audit report.
    • Discusses significant findings with supervisor prior to staffing with outside organizations. Documents all cash counts and notifies DCA, division chiefs, activity managers of results of reviews.
    • Areas of responsibility include, accuracy of financial reporting; controls over cash, negotiable instruments; propriety and validity of payroll actions; implementation of Army's Internal Control Program.

    • Incentive or bonus in the amount of 25% is authorized. IAW AR 215-3, Section VIII, Special Compensation Authorities, a one-time lump sum Recruitment or Relocation Bonus of up to 25% of the annual basic pay will be offered.
    • This Bonus will be offered as long as the criteria outlined in Chapter 3-42, 3-43 and 3-44 are met.

    Qualifications

    MINIMUM QUALIFICATIONS:
    1. Progressive work experience, which demonstrates an acquired knowledge of the theories, principals, practices and techniques of performing investigations and studies as described above.
    2. Must have knowledge of double-entry accrual method of accounting demonstrated through work experience or education that reflects ability to perform audit assignments.
    3. Demonstrated work experience must be equivalent in difficulty and complexity to the next lower grade level.
    4. Experience in word-processing, spreadsheet and database applications.
    5. Must have experience in leading or working in a team.
    6. Must possess good written and oral communication skills.
