  • Duties

    As a Program Manager (Deputy Director), you will:

    • Devise and execute an operational construct responsive to process improvement, Office of Inspector General (OIG) Recommendations and advances in automotive technology, in accordance with Departmental and Agency directives and ODI Director’s strategic vision.
    • Increase and maintain awareness of ODI by overseeing outreach activities with the Office of Communications, prioritizing and managing ODI's outreach budget, resources, and activities, developing and implementing a proactive media strategy, and coordinating management of website external and internal content. This includes supporting an increase in recall completion rates by directing the Recall Management Division Chief to increase public awareness of ODI's recall program and the importance of consumer response to notices.
    • Develop networks and builds alliances; collaborates across boundaries to build strategic relationships and achieve common goals. Taking a long-term view, builds a shared vision with others, acts as a catalyst for organizational change. Influences others to translate Agency and ODI Director’s vision into action.
    • Manage all Office of Inspector General (OIG) audit-related requirements and recommendations (from 2015, 2016 and 2018) including process standardization and documentation, implementing recurring training plan for ODI staff personnel, implementing and maintaining all associated standard operating procedures and assessing quality metrics for monitoring office performance.
    • Coordinate ODI comments on all internal and external document review including research reports, rulemakings and front office memos/reports.
    • Ensure and maximize the quality, efficiency, objectivity, utility and integrity of ODI processes and information dissemination consistent with Office of Management and Budget guidelines.

    The ideal candidate must have strong communication and organizational skills, and is comfortable presenting ODI information to managers and executives in the department and agency. NHTSA is looking for an experienced professional with expertise in planning, conducting, and completing data analysis projects.

    • FINANCIAL DISCLOSURE: Varies by position. If applicable, you may be required to file a confidential financial disclosure form (Office of Government Ethics (OGE) Form 450) or a public financial disclosure form (OGE Form 278e), within 30 days of appointment and annually thereafter.
    • BACKGROUND INVESTIGATION: You may be required to complete a background/security investigation and meet preliminary requirements prior to onboarding.
    • POSITION SENSITIVITY AND RISK: Varies by position and will be based on the position to which appointed.

    Qualifications

    To meet the minimum qualifications for this position, you must meet the specialized experience qualifications.

    To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include:

    • Experience working with motor vehicles and motor vehicle equipment.
    • Experience in large scale databases and complex data.

    KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

    • Demonstrated expertise or aptitude in directing and managing human resources and working effectively with individuals of various disciplines, including the ability to acquire and administer human, financial, material, and information resources in a manner that maximizes employee potential, which instills public trust and accomplishes the organization’s mission.
    • Demonstrated ability to manage technical and information resources for complex operational analysis.
    • Demonstrated knowledge of and expertise in applying the principles, theories, data analytic procedures and tools for operations management that will be used to improve the operational systems, processes, and policies that are needed to identify potential risks in the design and/or operation of motor vehicles and motor vehicle equipment.
    • Demonstrated ability to effectively communicate with staff and with all stakeholders, including federal, state, and local officials, private sector, non-profits, academic institutions, and the public.
    • Demonstrated ability to plan and implement a program for the management of a technical operation.
