  • Job Summary

    Plans, coordinates, conducts, and supervises traffic operations, construction, and maintenance-related activities for the City of Bryan’s traffic control devices, to provide for safe and efficient movement of vehicular, bicycle, and pedestrian traffic on all city streets and public rights-of-ways.

    Essential Job Functions

    • Coordinates work activities with the City Engineer.
    • Plans, organizes, supervises, and participates in the work of Traffic Sign and Signal Shop staff performing the construction, installation, repair, and maintenance of traffic signals, traffic signs, and pavement markings.
    • Performs supervisory responsibilities including, but not limited to, making hiring, termination, and disciplinary decisions/recommendations, scheduling daily work assignments, providing/scheduling training, approving time, enforcing work procedures and standards, evaluating performance reviews, and developing, implementing and/or enforcing department policies, procedures, and safety standards.
    • Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
    • Responsible for the operational readiness of the Traffic Management Center.
    • Assists Transportation Engineer in the development of Traffic Control Plans for city-sponsored special events and road closures for other City departments.
    • Reviews special event applications and makes comments relative to detours and road closures.
    • Reviews engineering drawings, site plans, and subdivision plats for compliance with city, state, and federal requirements.
    • Evaluates and selects products, materials, and equipment used for traffic maintenance; requisitions materials and supplies according to established procedures.
    • Writes, negotiates, and monitors maintenance contracts.
    • Oversees collection of traffic-related data.
    • Prepares and administers the traffic maintenance operating and capital budgets.
    • Acts as a liaison with other departments and other agencies for traffic-related matters, especially construction and maintenance of all traffic control devices.
    • Responds to and attempts to resolve citizen/customer questions and concerns.
    • Performs related duties as required.
    • Responds regularly and promptly to work.

    Minimum Qualifications

    • Master’s degree with major coursework in Engineering, Electronics, Construction Management or a similar field of study plus at least four (4) years of experience in traffic signal and lighting system repair, electronics, engineering, construction, or performing similar responsibilities; OR a Bachelor’s degree plus at least six (6) years of experience as previously listed.
    • Previous leadership, supervisory, or management experience is required as determined by the department.

    Equivalent combinations of related education, experience, certification, and training may be considered.

    Knowledge Of

    Knowledge, Skills & Abilities

    • Electrical and electronic equipment used for traffic control; computers used for traffic signal diagnostics; National Electric Code; traffic signal programming applications; traffic signal systems such as Tactics.
    • The Manual on Uniform Traffic Control Devices and NEMA traffic standards.
    • Progressive supervisory and management principles, practices, and methods.
    • Occupational hazards of work and necessary safety precautions.
    • Budget preparation, expenditure control, and record keeping.

    Ability To

    • Understand and interpret various traffic and transportation-related laws and technical specifications.
    • Plan, organize, train, assign, oversee, and inspect the work of employees.
    • Ensure the maximum utilization of manpower, equipment, and supplies.
    • Organize workload; establish priorities; and meet established deadlines.
    • Efficiently operate a personal computer and utilize a variety of Microsoft Office products (Word, Excel, Outlook, etc.) to prepare clear, concise, and complete reports, correspondence, forms, and other written materials.
    • Anticipate, identify, and effectively resolve various issues and problems.
    • Ensure compliance with City and departmental administrative directives, policies, and procedures.
    • Ensure compliance with safety policies and the proper reporting and/or correction of safety hazards.
    • Provide management with sound, positive advice and information concerning city services within the area of responsibility.
    • Establish and maintain cooperative working relationships with those contacted in the course of work and communicate effectively with the public and other required entities.

    Licenses, Certifications & Special Requirements

    • Class C driver’s license with a good driving record as measured by the city’s evaluation system. Must obtain a Texas Class C license within the timeframe set by the department.
    • International Municipal Signal Association ( IMSA ) Traffic Signal Level II Certification (or equivalent) preferred or the ability to obtain the certification within 6 months of hire.

    Physical Demands

    Physical demands include but are not limited to: sitting, talking, hearing, seeing, standing, walking, driving, crouching, stooping, kneeling, reaching, pushing, pulling, twisting, bending, stretching, crawling, climbing, balancing,, and using hands and fingers to operate equipment and to lift or move objects up to 80 pounds.

    Working Conditions

    Work is performed in an office setting and outdoor field environment. While in the field, there is exposure to inclement weather, temperature extremes, rough/uneven terrain, traffic and road hazards, heights, moving mechanical parts, loud noises, vibration, electrical/mechanical hazards, toxic or caustic chemicals/materials, dust, pollen, odors, fumes, and other airborne particles.

    Equipment

    Work shall be performed with tools, appliances, and equipment approved by those agencies and bodies that have control, authority, or approval of the design working ranges or limitations of those items; the employee has the responsibility to conform to those ranges and limitations.

    Equipment may include but is not limited to: telephone, computer, printer, fax, copier, scanner, calculator, bucket/utility truck, electronic test equipment, electronic traffic equipment, and other common heavy construction and maintenance tools and equipment.
