  • What You Will Do

    The ALDESHQ (Environmental Safety, Health, and Quality) is seeking an energetic and customer-focused Vendor Liaison to join their Waste Management team.

    Vendor Liaison Specialist 2 ($76,900 - $122,200)

    The selected candidate will be responsible for providing technical and administrative support in all aspects of planning and developing procurement and contractual packages for materials and services from conception to closeout for assigned Divisions within ALDESHQ. The selected candidate will oversee the entire procurement preparation process, which includes working closely with the technical staff to develop contract specifications in accordance with the terms and conditions of complex subcontracts and Department of Energy, Laboratory, and site-specific requirements.

    Minimum Job Requirements:

    Procurement

    Demonstrated proficiency in procurement specifications on practices related to the submission of Purchase Requests and Exhibits. Procurement experience including purchase card, contract development, and purchase requests. Ability to assist technical personnel in the development of contract terms and conditions, sole source justifications, and technical evaluations. Advanced knowledge of contract policies and procedures. Ability to make independent decisions and research, analyze, and problem solve complex procurement issues.

    Customer Service

    Exceptional customer service skills and the ability to provide clear, concise support and guidance to others. Experience interacting professionally with all types of personnel, including external interfaces and executive management.

    Communication

    Demonstrated experience and excellence in interacting and communicating both written and orally with customers in a customer service-related setting. Demonstrated ability to proactively assist others in achieving an organization's objectives.

    Organizational Skills

    Possess high attention to detail including excellent organizational skills, analytical thinking, observational skills and problem-solving skills all to include high accuracy. Proven ability to multi-task and adjust to the workings of a dynamic and cohesive fast-paced team environment.

    Safety

    Understanding of work hazards, safety and security requirements, quality assurance principles.

    Clearance

    Ability to obtain a Q clearance, which normally requires U.S. Citizenship.

    Education/Experience: Position requires a Bachelor's Degree in a relevant area from an accredited institution and a minimum of 5 years related experience; or, an equivalent combination of education and experience.

    Desired Qualifications:

    • Experience in preparing waste management related item procurements.
    • Experience handling complex, multi-tasked, and varying workloads through prioritization and teaming.
    • Experience purchasing a consistent high volume of material for multiple customers.
    • Active DOE Q clearance.
    • Experience as an authorized Subcontract Technical Representative (STR)
    • Knowledge of Laboratory fiscal management practices and procedures.
    • Experience with laboratory procurement processes and managing sub-contractor services/contracts.
    • Successful interactions working with the customer, management, regulators, group leaders, project managers, Laboratory organizations, and assigned project personnel.
    • Ability to conceptualize and communicate project activities to both technical and non-technical personnel.
    • Experience with ARIBA and Microsoft Office Suite (especially Excel).

    Essential Job Functions (can perform with or without reasonable accommodation): Lifting 20-30 pounds, Carrying 20-30 pounds, Sitting, Standing, Walking.

    Work Environment: Outdoors, Hearing protection, Safety glasses or eye protection, Safety shoes or protective footgear, Gloves or hand protection.

    Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

    Position Commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

    Additional Details

    Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

    Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

    • Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

    New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

    Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

    Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the required period of continuous service, they may only apply for Laboratory jobs with the documented approval of their Division Leader.
