Management Analyst (Workforce/Manpower)

    PeopleTec is currently seeking a Management Analyst (Workforce/Manpower) to support our Huntsville, AL location.

     

    Candidate for this position will be responsible for providing database administration for the information technologies to manage, control, account, and report civilian, military, Federally Funded Research Development Center (FFRDC), University Affiliated Research Center (UARC), InterGovernmental Personnel Act (IPA) assignments, and the Advisory and Assistance Services (A&AS) workforce structure. Must be proficient with Microsoft Office Suite (such as: Word, Access, Excel, PowerPoint, and SharePoint). Candidate will assist with maintaining Table of Distribution and Allowances (TDA). Ensure internal manpower and personnel databases are synchronized and accurately depict military and civilian authorizations in both their functional and executing organizations. Analyze, reconcile and report discrepancies in manpower data. Serve as the Manpower Point of Contact updating manpower records to reflect all personnel/position movements and to accurately depict the assigned matrix or core organization. Candidate will review and analyze manpower data and provide manpower reports. Provide a transaction history of manpower positions as requested. Prepare end of month and fiscal year manpower snapshots to facilitate analysis of manpower changes over periods of time. Candidate will maintain and modify a list of reason codes to document manpower record changes to facilitate reporting. These reason codes associate changes to manpower resources with significant leadership decisions. Prepare transition reports each pay period (26 per year) detailing the movement of civilian authorizations. Prepare quarterly manpower reports for submission to installations in support of infrastructure planning requirements. Provide weekly manpower reports. Coordinate with stakeholders to understand their functional or reporting requirements. Candidate will coordinate with agency stakeholders who own processes that impact manpower positions (e.g. recruitment, personnel in/out processing and facility planning/moves). Assist in maintaining standard operating procedures (SOPs) and a data dictionary to aide in understanding system functionality and provide descriptions of data fields contained in manpower systems. Assist in conducting bi-annual manpower information training sessions for the functional and program office manpower stakeholders using manpower systems.

     

    Qualifications

     

    Required Skills/Experience:

    • 0-3 years of manpower analysis experience is required
    • Candidate for this position must have the ability to work in a high-paced organization and exhibit exceptional computer skills to include Microsoft Office Suite (such as: Word, Access, Excel, PowerPoint, and SharePoint)
    • The successful candidate must have the ability to multi-task and complete assignments on schedule Strong verbal, communication and writing skills are required for this position 
    • Travel:N/A
    • Must be a U.S. Citizen
    • An active DoD Secret clearance is required to perform this work.  Candidates are required to have an active Secret clearance upon hire, and the ability to maintain this level of clearance during their employment.

     

    Education Requirements:

    • A completed Bachelor's Degree (or equivalent) in related field is preferred. An additional 4 years of related experience may be substituted in lieu of degree. Higher level of degree in related field may be substituted in lieu of experience.

     

    Desired Skills:

    • Proactive individual to perform under general supervision is capable of utilizing tools, techniques, and processes for analysis activities.
    • Follows established procedures, and solves routine problems.
